Skeena Cellulose Inc. SKEENA CELLULOSE INC was a FOREST PRODUCTS company with a large PULP mill based on Watson Island in PRINCE RUPERT. Built in 1951 by Columbia Cellulose, it was subsequently owned by Repap Enterprises of Montreal. It had to be rescued by the provincial government in 1997 when it faced bankruptcy.
Prince Rupert became a part of the story after Ni bought the Skeena Cellulose mill in 2006 for roughly 9 million. The mill, a key economic driver for the city, had been shuttered since 2001.

Terrace, BC Terrace Lumber Company (TLC) today announced the startup of operations for its recently acquired mill in Terrace, BC which had been closed since 2001. Formerly owned by Skeena Cellulose (New Skeena), the mill will employ 70 people utilizing worldclass fibre from suppliers throughout the North Coast Region, especially First Nations partners.

The Columbia Cellulose Company added Prince Rupert Construction Limited (incorporated 1954) as a subsidiary in 1958 along with Skeena Logging Equipment Limited that same year. More mills in the interior were opened and in 1964 Columbia Cellulose began working with Svenka Cellulosa Aktiebolaget, a large Swedish manufacturer of forest products in the province, to build Skeena Kraft Limited.
Petty was known for purchasing, refinancing and revitalizing nine pulp and paper mills, which had been shut down by previous owners, between 1972 1997 including Skeena Cellulose and then New Skeena Forest Products. During roughly the same period, companies under his control are said to have created 10,000 skilled jobs.
